I guess "thoughts and prayers" are considered health care. He obviously never heard of another saying, "God helps those who help themselves", except of course for the poor, the elderly, the sick, the dying, the immigrants, the homeless, that is, everyone who clearly needs his help. I wonder how many helped him when he needed a great deal of help, and how many he treated like dirt when they did.
