Exactly. It's also a personal flaw.

The problem with vaccines (and meds in general) is that it helps most people in the same way. Cures are to cheap and easy to get. This means, from a eugenics point of view, too many people with "flaws" are surviving too long. They're a burden on society and take up too much land/time/resources/money.

Oh, the rich folks will still get access to vaccines (even if not here). This dislike that anyone, including the rabble, can get them. It chafes the rich and powerful that the peons have access to much of the same things they have, because if everyone has access to them, then these things are not special...including vaccines.
