The Dems should just bite the bullet and tell the House that it will give enough Senate votes to pass all of HR2. Take the border issue away from them. I'm sure lots of stuff in it is repugnant to Dems, especially the progs, but the stability of Europe and the world order is vastly more important. And if it helps put Joe back in the WH it will be worth it. Besides, the worst parts of it can always be repealed. Right now the Dems (plus MItt) have enough safe Senate seats to give the House bill as it stands enough votes. And another besides: Our asylum system IS being abused and should be tightened up.

The bill has already been passed in the House and it's sitting in the Senate Judiciary committee, so Johnson would have no say in it. If anything, my thought is that a few Republicans would vote against their own bill just to keep Joe from getting a win.
