matt: you’ve obviously given this a lot of thought. i think your idea of a rotating panel of justices is an interesting one. how about this: in any case where SCOTUS intends to interpret the constitution the court must include the chief judges of each of the federal circuits and the decision must be upheld by a super majority (75%). trying to impeach justices for lying or evasive answers in confirmation hearings would be problematic.
