I even have to get pre-approval if I give to local campaigns (because my employer was a govt contractor). So Clarence Thomas had to know that his behavior was at least an outlier is term of what public official should do.
And if Thomas "relied" on someone READING him the rules and TELLING him he could ignore them, that alone is cause for impeachment and removal, as it indicates his single-digit IQ.
