They talk about eating cats and dogs because they know the media, writ large, will talk about it. (Now, I think Trump bringing this up at the debate was just the little ball in his pachinko machine brain falling randomly into that slot, but the campaign is making lemonade out of that lemon.)
If we're all talking about eating cats, we're not talking about what Trump and Vance intend to do in the future. They don't want to talk about that. It's a lot better to talk about the cat-eating Haitians and telling Dana Bash to shut up. Every Trump voter is on board with that.
