Perhaps the most efficient way to do so is to provide that persons entering government service in an elected position must share in the prosperity of the country only through an index fund which invests in all sectors of the economy the holdings of which are various stocks and bonds which follow an index of economic activity , say the Dow or S&P indexes. Their reward would be congruent with the health of the overall economy, neither better nor worse, and any insider information would be useless to them. It will never come to pass since neither Demopublican nor Republicrat operatives would ever allow it. Too bad.
My guess is part of the resistance to release of the Epstein files has to do with revealing the ways King T. Rump exploited his peasants. After all, if Epstein could make them a better offer...
