Did they have some kind of information or report ("illegal detected across from the cafe?" by some weird AI algorithm?)? Who is he? And where he is now?

This person was obviously not armed but was resisting arrest by fleeing. The level of force used was unjustified as it is clear both of those agents were not in danger. Tasers are a mechanical level of force just under the use of deadly force.
