I fear it's going to take until we're all dead and gone, if at all. A population where the majority has lived most or all of their life in the era of social media and understands how to distinguish truth from falsehood on the Internet. That's assuming they haven't learned the wrong lessons, and that some other technological innovation hasn't disastrously undermined millennia of human nature shaped by civilization.
Probably can't, in the end. Things do not look good for us on this front. But then we all pretty much know this, right?
Pretty easy to drown a rat. Just drop it in a deep bucket with a few inches of water in the bottom. With so many rats out there, we're gonna' need a bigger bucket, and I don't think they make 'em that big.

And with the water shortage in Swamplandia, not enough H2O to kill all the vermin.
