I saw some comments on Twitter that actors (usually the big name actors) often take on a Producer title to get equity compensation, and it is really just a symbolic title in that case. Is that true and would that be the case with Alec Baldwin in this situation?

From what I understand, "Rust" was being directly produced through Alec Baldwin's own personal production-company (El Dorado Pictures), so it would definitely seem that he would be individually liable here.
Yes some absolutely do do that, but also: this movie isn't getting made without Alec Baldwin. I could totally see him arguing at trial he was a Producer In Name Only (PINO?) though, as a way of mitigating his culpability.

That's not an argument to deflect blame. Whether his role was to oversee safety is a legitimate point in question.
