He also knew Biden had to deter Iran, so he couldn't cut off Israel. He had the stronger hand, and played it.
History will record all this, and the disastrous consequences of giving Bibi the president he wanted, rather than one who would have yanked his chain hard once the election was safely over.
Btw, "not enough" was principally due to two Senators who would not vote for any of the multiple measures proposed by Biden to directly, personally, and immediately help tens of millions of people, Manchin and Sinema.
