The naval base at Guantanamo Bay Cuba is dependent on desalinated water and electricity generated on base. The base did install three wind-turbines to lower the reliance on diesel fuel. There is no way to scale water or electricity production without help from Cuba. Cuba want's the US Government gone but the US Government has a forever lease that Cuba has consistently complained about.

You start by tweaking the rules, so it's not about immigrants slaving away on the gamble of a visa. You change it up so it's MAGA Administration hopefuls slaving away in the hope of a job - starting with the current cabinet officials. Then you adjust for the MAGA faithful but as they are citizens, you'll have to come up with some other reward for victory.
