Nixon should've been prosecuted. His pardon contributed to how we got to this point today in American politics with a convicted felon as a Presidential nominee for the same party that failed to hold one of their own to account, a la Ford pardoning Nixon, in the first place.
Honorable mention to Reagan's deal with the Islamic Republic to prolong the Hostage Crisis to win the 1980 presidential election by making Carter look weak. Carter's Iran expert on the National Security Council at the time, Gary Sick, wrote a book called October Surprise that came out in 1991 detailing this and it was in the news again last year because there was new evidence corroborating his claims.
Rachel Maddow has a podcast called Bag Man where she covers the story of Nixon's VP who was a crook from Maryland and continued being a crook in the White House. The Justice Department had to either indict him or get him to resign before they could go after Nixon for Watergate because they didn't want to chance the VP becoming president and pardoning everyone's crimes. I highly recommend it, if only to see how history rhymes.

I tend to agree that in retrospect, it was a massive mistake. Wasn’t Alice at the time so don’t know what the “situation” looked like on the ground.
