Kind of like how the military does it: pairs a young decision maker (a 2nd lieutenant fresh out of college) with a seasoned staff sergeant to offer their experience and guidance in a counseling role. Of course this clashes with the ego and sense of entitlement of the senior citizens brigade, so they probably wouldn't do it anyway because congressional Boomers refuse to step away from leadership until they're 6 feet under these days (Nancy being the one exception).
