I disagree. I think it was literal. There was evidence the RNC gave Russian hackers targeted info on several districts in three states that, under propaganda influence, were turned for Trump. There was a lot of hacking going on and a lot of influence peddling and the RNC targeted it for the EC.
It would be effective propaganda if it were honest but it was corrupt. It worked with America's enemies to divide and conquer with a minority of the popular vote. The EC has always been undemocratic. Even if it's being used exactly as intended. There is a reason no country has adopted it in their constitutions.

That's not stealing the vote on election day. That's successful propagandizing. Different in kind from ballot and voting machine tampering.
