Ms. Harris had reasonable expectations that she'd be put on a career path that would end up in the White House, probably in 2024 and, despite the questions about her abilities as a candidate and campaigner, she will be very difficult for the Democrats to push aside should Mr. Biden be unable or unwilling to run for re-election. As a female person of color and sitting Vice President she ticks a lot of boxes and could very easily ignite a media storm that would deliver the Presidency to anyone the Republicans choose.
I don't think Biden has ever gotten over the cheap shot Harris hit him with on busing. And I don't blame him. The shot was extremely cheap. Biden was on the right side of the busing issue then and time hasn't proven him wrong.. Support for forced school was at like 10% in the 1970s. It was only at about 30% among African-Americans. It was a wildly unpopular policy among everyone, regardless of political stripe.

I don't think the Democrats will win with here as their Presidential nominee but I don't see a straightforward way of telling her "No" unless there is a really big ugly skeleton hiding in her closet.
