In a nutshell, as you say, "The congressional slide into hyper partisan "ownership" of the government beginning with Newt Gingrich meant that both parties became hesitant to ratify the foreign policy choices of any administration. From then on a victory for America was a victory for "the other team" and credit could not be given lest the other team would be effective and popular. Better America fail than allow that to happen."
Newt Gingrich started this in Congress, and people like Rush Limbaugh in the media partnered with Gingrich in this successful attempt to do away with Democrats and Republicans in Congress working across the aisle with each other.
I am not sure that people remember any more that this is where our current pitiful state started.
