If there's reason to be alarmist, then step 1 would be legally prohibiting fully autonomous vehicles.
Aside: my own adult kids are so dependent on their phones for directions that they'd be completely screwed if Skynet or equivalent took down the 5G network. Granted the ability to remember street names and relative positions has all the value of memorizing large chunks of the Bible.
