I guess the CBO missed the point that tariffs are not income from other countries. Rather it's income from the economic activity of consumers as corporations pass the cost of tariffs (increased wholesale prices) on to consumers (increased retail price). Even if it raised $4 trillion in income, it's coming out of the pocket of consumers. It's a federal VAT without the value added. Trump is an economic illiterate.

The CBO appears to be doing the same thing many written news outlets are doing these days - put the information that might not anger Trump in the first paragraph or two, and the negative information closer to the end. They're taking advantage of the short attention spans of this administration.
