Because he is such a lazy more frail old cuss, he wants to be able to put his sycophants in place so he can hang out a Mar-a-No No, chase women and cheat at golf. I can also see him having massive temper tantrums with the lack of choices ...also having seances for Roy Cohn if not. Appointing on a recess, perhaps....but with what?
