Hamas exists as the governing body in Gaza because 1) a whole lot of Palestinians support them--some out of fear, and 2) nobody is challenging Hamas violently. If the Palestinian people started killing Hamas members and challenging their rule, well hey, now there's a whole world of possibilities for peace. All it takes is enough Palestinian men doing the same kind of insurgency they do against the IDF to Hamas instead. Until that happens, Hamas stays in charge and peace becomes impossible.
