That was the name given to the loose-knit group of military leaders, finance guys, and establishment GOP congressional leaders who, back in 2017, thought that by taking jobs in the Trump administration they could, as Axios put it, “protect Trump and the nation from disaster.”

The ICJ, an arm of the United Nations, is not really a court (courts require the power of nation states to enforce their rulings), but a simulacrum, where cases are brought and lawyers present arguments but verdicts are essentially advisory opinions. Even when the court enacts sanctions, the ICJ’s rulings can be overridden by permanent members of the United Nations Security Council.
