Hi Joe - I am wondering if you can explain how the motion to vacate the chair will work in this Congress. I have read about it but it’s hard to figure out what is considered a privileged or non-privileged motion.
Am I correct in assuming if the motion is made by a member of the Freedom Caucus the vote must be taken up immediately by the floor? So if all that is present is freedom caucus members McCarthy would be booted?
If there are sufficient members present from other GOP caucuses would it then be a simple majority vote? Similar to the vote for Boehner?
