He's by nature very conservative (with small c) when it it comes to anything that might irritate a constituency of the Republican party. Radical when punishing Dems however.
That's because the danger to them wasn't another Trump term, it was Trump railing against them with the base. It was (and likely is) the likelihood that he could bring some of them down with him in all manner of areas, possibly including the seditious conspiracy areas.
He's such a genius that he could have had people not up until 26 vote to remove Trump with 0 risk to those seats but didnt
