Joe Biden, and every other US president, is far more than the PM of Israel. The POTUS is the patron of Israel.
Israel continues to exist only by the many largesses supplied by the United States. If those largesses ended (military support, intel support, most favored trading status, allowing US donations to Israel, protection at the UN, etc), Israel would be over very quickly.
Since 1948, there are two characteristics of every Israel military adventure:
1. They always happen on other people's land (which often subsequently becomes Israeli land), and
2. They always end, not because Israel ever achieves its stated military goals, but because the relevant superpower supporting Israel at the time (usually the United States) says stop.
So yes, Joe Biden could have caused a ceasefire whenever he wanted. The ceasefire occurred not because of any change in the stances of Israel or Hamas, but because Trump willed it so.
